Pagājušajā nedēļā (no 24. līdz 26. oktobrim) Eiropas Padome organizēja konferenci par Konvencijas par nodarījumiem, kas saistīti ar kultūras vērtībām (2017. gada Nikosijas konvencija), popularizēšanu. Konferences galvenais mērķis bija palielināt izpratni un veicināt kopīgus centienus cīņā pret nodarījumiem, kas saistīti ar kultūras priekšmetiem.
Konvencijas pieņemšanas vieta Nicosija zem viena jumta uzņēma valdību un pilsoniskās sabiedrības delegātus, kā arī Eiropas Savienības, UNESCO, UNIDROIT, Eiropas arheologu asociācijas, NVO un citu ieinteresēto personu pārstāvjus. Bez speciālistu prezentācijām, dalībniekiem bija iespēja debatēt četrās tematiskās darba grupās par:
- kriminālatbildības noteikšanu par nodarījumiem, kas saistīti ar kultūras vērtībām, un tās mijiedarbību ar attiecīgajām Eiropas un starptautiskajām tiesībām;
- pilsoniskās sabiedrības, biznesa un valdību lomu ar kultūras īpašumiem saistītu pārkāpumu novēršanā;
- tiesībaizsardzības aģentūru praktisko sadarbību: muitu un kultūras mantojuma policiju, kultūras mantojuma aģentūrām utt.;
- izpratnes par kultūras vērtību aizsardzību vairošanu, izmantojot plašsaziņas līdzekļus un izglītību.
ArtLaw.club dibinātāja Irina Oļevska pārstāvēja Latviju no pilsoniskās sabiedrības puses un darbojās kā referente darba grupā par izpratnes veicināšanu par kultūras vērtību aizsardzību ar plašsaziņas līdzekļu un izglītības starpniecību.
Pēc sesijām darba grupas apkopoja savus viedokļus un formulēja rīcības priekšlikumus aktīvam darbam un sadarbībai, lai vienotu valdības un sabiedrības izpratni par kultūru un atbildīgu izturēšanos pret kultūras īpašumiem.

Divarpus gadu laikā Konvenciju par nodarījumiem, kas saistīti ar kultūras vērtībām (2017. gada Nikosijas konvencija) parakstīja 12 un ratificēja divas valstis. Lai konvencija stātos spēkā, nepieciešamas vismaz 5 valstu ratifikācijas, no kurām vismaz trīs ir parakstījušas Eiropas Padomes valstis.
